Damage Assessment and Hurricane Mitigation Proposal in the Plan de Ayala and 10 de Abril Neighborhoods, Chilpancingo, Guerrero

Abstract

Extraordinary rainfall associated with Hurricane John, which occurred in September 2024, triggered landslides and caused significant damage to homes located on steep slopes in the city of Chilpancingo de los Bravo, Guerrero, particularly in the neighborhoods of Plan de Ayala Parte Baja and 10 de Abril. The objective of this study was to develop a response and action model for populations living in vulnerable areas that can be replicated in similar contexts to reduce risk and strengthen community resilience to extreme hydrometeorological events. This research was conducted as a qualitative-descriptive case study using field surveys, georeferencing of damaged houses, interviews with neighborhood leaders and residents, and visual assessments of the structural conditions of affected buildings. In addition, damage location maps were developed using Geographic Information Systems (GIS), allowing the identification of areas with the highest levels of exposure. The results revealed that the main causes of the damage were associated with the occupation of unstable slopes, deforestation, inadequate drainage infrastructure, and the presence of self-built housing constructed with low-resistance materials. A total of 166 affected houses were identified, of which 119 were located in the Plan de Ayala Parte Baja neighborhood and 47 in the 10 de Abril neighborhood. Based on the findings, an intervention model is proposed that includes mitigation measures, community training programs, early warning systems, hazard exposure mapping, neighborhood organization, evacuation route planning, and family emergency response protocols. These strategies contribute to strengthening community resilience and constitute a replicable tool for disaster risk reduction in urban settlements with similar characteristics.

  • Dra. Rocio Reyes Suazo, s/n

    Dra. Rocío Reyes Suazo holds a degree in Computer Engineering from the Autonomous University of Guerrero, a Master's degree in Computer Science, and a Ph.D. in Education. She is a Certified Basic Technician in Comprehensive Risk Management by the National Center for Disaster Prevention (CENAPRED), as well as a specialist in Databases and Geographic Information Systems. She currently serves as a Research Professor at the Regional Center for Higher Education, Central Zone Campus Zumpango. Her research interests focus on Risk Management, Governance, and Resilience.

  • Dr. Apolonio Bahena Salgado, s/n

    Dr. Apolonio Bahena Salgado holds a degree in Civil Engineering from the Autonomous University of Guerrero (UAGro) and a Master's degree in Earthquake Engineering. He is a specialist in Civil Protection, Structural Assessment, and Institutional Safety. He currently serves as a Research Professor at the Faculty of Engineering of the Autonomous University of Guerrero. He is the Technical Secretary of the State Network of Evaluators and the Institutional Liaison for the National Network of Schools and Institutions for Training, Certification, and Professionalization in Civil Protection. His research interests focus on Comprehensive Risk Management and Structural Safety.

  • MC. Ángel Benigno Capistrano García, s/n

    MC. Ángel Benigno Capistrano García holds a degree in Civil Engineering from the Autonomous University of Guerrero (UAGro), a Master's degree in Construction Sciences, and is currently pursuing a Ph.D. in Engineering with a specialization in Construction Materials at the Autonomous University of Nuevo León (UANL). He has served as a professor and researcher at UAGro since 1997 and has extensive experience in structural safety, seismic assessment of housing, civil protection, and construction materials. His research interests focus on structural safety, comprehensive risk management, and the assessment of construction pathologies.
