Specification of an electronic entrepreneurship model

The digital entrepreneurship involves the emergence of empathy, commitment, innovation and satisfaction to make a program to build a global digital village process. In this scenario, state deregulation looming citizen participation through electronic devices in order to generate ideas for Human Development. But in either scenario, as digital exclu-sion or inclusion, differences between resources and groups exacerbate asymmetries between individuals. This paper argues that in both contexts, digital gap or digital village, the entrepreneurship generates human development, but also intensifies the helplessness of people exposed to harassment. A review of theoretical and conceptual frameworks and findings reported in the state of knowledge warns that entrepreneurship is generated by perceptions of opportunity, that linked to expectations associated with compatibility, usability, and users, develop asymmetric relations between ciber-users. Therefore, we propose a model for study of these phenomena, in order to open the discussion about relevance of electronic devices in the dissemination of equity.
